As per Section 13(4B) of the Indian Medical Council Act 1956, all Indian citizens desirous of joining an undergraduate Medical program in any Foreign Medical Institution and seeking to practice Medicine in India after the completion of the UG course will be required to obtain an Eligibility Certificate from the MCI, New Delhi prior to leaving the nation.

Eligibility Certificate?
Indian citizens holding a Primary Medical Qualification from any Foreign Medical Institution will not be permitted to appear/participate in the FMGE without obtaining an MCI Eligibility Certificate.

All applicants desirous of joining the
Medical UG program in a Foreign Medical Institute/University should apply for the MCI Eligibility Certificate on the performa prescribed by the Council and submit the original certificates/Mark sheets & xerox copies of the qualifying examination.
This must be accompanied by a Demand Draft of the specified sum drawn in favour of the Secretary, MCI, New Delhi.
How to Apply for MCI FMGE Eligibility Certificate
To apply for the MCI (Medical Council of India) Eligibility Certificate, follow these steps:
Visit the official website of the Medical Council of India, which is now known as the National Medical Commission (NMC). The website ishttps://www.nmc.org.in.
Scroll down and navigate to the student login tab on the left-hand side of the home page.
Click on the "Online Application for Registration of Eligibility Certificate" tab on the left.
If you have already registered, log in with your user name and ID; if not, fill out and submit the “Student Registration form” to create an account.
You will receive login credentials on your registered email. Use the credentials to log in and reset your password.
After successfully logging in, you will reach the dashboard window, where you will find the option of “Eligibility Certificate” on the left
Click on the option “Raise a Request” and fill out the application form with accurate details.
Upload scanned copies of the required documents, including your passport, academic transcripts, and other supporting documents.
Pay the application fee online using a credit card or net banking.
Submit the application form and wait for the verification process to be completed.
Once your application is verified, you will receive an email or a message confirming your eligibility status. You can download your MCI Eligibility Certificate from the NMC website if you are found eligible.
